THE THESIS
A BUSY CORNER IS NOT A BUSY CITY.
On a chain with one global fee market, a single popular mint makes every unrelated transfer more expensive. A crowd in one place becomes everyone's problem.
The alternative is to notice that a crowd is always a crowd around something, and to charge for that thing. Whoever wants the contested account bids for it. Everyone else pays the ordinary rate.

A simplified model. One writable account per transaction, example inputs, and caps you set yourself. It is not the validator's scheduler and these are not current network values. Integer arithmetic applied: Base fee = 5,000 lamports. Priority Fee = ceil(CU × price ÷ 1,000,000).
SCHEDULING MECHANICS
THREE THINGS MAKE A LOCAL MARKET.
01 — THE DECLARATION

Every transaction lists its accounts up front, so conflicts are known before anything runs.
02 — THE LIMIT
LOCAL COMPUTE CAP
Each writable account gets only so much compute per block. That is the scarce thing.
03 — THE BID
NAME YOUR PRICE
A price per compute unit, times the units requested. Higher bids are scheduled first.
What this does not do:
- A priority fee does not guarantee inclusion. Ordering by bid is how block producers schedule, not a rule of consensus.
- The protocol sets no per-account price; the local market emerges from limits and bidding.
- Fees are charged on units requested, not units used, and are still charged if an included transaction fails.
- A block-wide limit remains, so the whole chain can still fill up if global limits are breached.
